Building Civic Infrastructure Organizations: The Lilly Endowment's Experiment to Grow Community Foundations
Indiana University-Purdue University Indianapolis (IUPUI)In the past 50 years, we have seen significant public and philanthropic investment in building civil society in countries around the globe. This includes initiating community foundations to support the development of vibrant communities and civic life. Yet we have little knowledge about why some initiatives bear fruit and others fail to do so. More specifically, why some community foundations initiated by institutional funders are able to garner local giving necessary to sustain themselves and others are not.
This dissertation contributes to our knowledge about such initiatives by researching the Lilly Endowment’s GIFT Initiative (Giving Indiana Funds for Tomorrow), a project providing incentives to start nearly 60 new community foundations and revive 17 existing community foundations in Indiana since 1990. I employed mixed methods and three sources of data: historical archives, statistics of community foundations’ financial information and community demographics, and case studies of four community foundations.
First, I found two existing explanations offered in the literature did not account for the lack of local support for the community foundations I studied. More specifically, I found that high level of income and wealth does not necessarily lead to high level of giving to community foundations and the lack of community identity is not the primary reason explaining community foundations’ struggles in attracting local donations. Rather the study shows that social capital is crucial for garnering local giving through the mechanism of facilitating information sharing. Second, I examined the long-term effects of matching grants, a key strategy used by Lilly Endowment to leverage local giving. I found that long-term provision of matching grants might reduce organizations’ incentives to seek funding sources on their own. My dissertation lends further insight into the sustainability of civic infrastructure organizations, a popular institutional model for building local civil society even today
Distributed Optimal Rate-Reliability-Lifetime Tradeoff in Wireless Sensor Networks
The transmission rate, delivery reliability and network lifetime are three
fundamental but conflicting design objectives in energy-constrained wireless
sensor networks. In this paper, we address the optimal
rate-reliability-lifetime tradeoff with link capacity constraint, reliability
constraint and energy constraint. By introducing the weight parameters, we
combine the objectives at rate, reliability, and lifetime into a single
objective to characterize the tradeoff among them. However, the optimization
formulation of the rate-reliability-reliability tradeoff is neither separable
nor convex. Through a series of transformations, a separable and convex problem
is derived, and an efficient distributed Subgradient Dual Decomposition
algorithm (SDD) is proposed. Numerical examples confirm its convergence. Also,
numerical examples investigate the impact of weight parameters on the rate
utility, reliability utility and network lifetime, which provide a guidance to
properly set the value of weight parameters for a desired performance of WSNs

Do alternating-color words facilitate reading aloud text in Chinese? Evidence with developing and adult readers
First Online: 12 June 2017Prior research has shown that colors induce perceptual grouping and, hence, colors can be used as word dividers during reading (Pinna & Deiana, 2014). This issue is particularly important for those writing systems that do not employ interword spaces (e.g., Chinese). The rationale is that alternating colors across words in these scripts may facilitate the process of word identification without altering the spatial distribution of text. Here, we tested whether color alternation across words produces a benefit in a reading-aloud task in native speakers of Chinese. Participants had to read two texts: one with color alternation across words and the other with mono-color words. Experiments 1 and 2 were conducted with adult readers, whereas Experiment 3 was conducted with developing readers (Grade 2 children). Results showed that color information facilitated reading aloud a text for adult readers—restricted to texts containing technical, unfamiliar words (Experiment 2)—and developing readers. CHINESE EFL UNDERGRADUATES’ ACADEMIC WRITING: RHETORICAL DIFFICULTIES AND SUGGESTIONS
Difficulties encountered by students in L2 academic writing has been a subject of research for several decades. However, to date, there still remains a lack of detailed and in-depth investigation into this area of interest. This qualitative study thoroughly investigated the rhetorical difficulties faced by Chinese EFL undergraduate academic writers, and collected suggestions on how to address these rhetorical issues. To be sufficiently detailed and thorough, this study divided students' difficulties into process- and product-related difficulties, and used triangulated data from supervisors' perspectives, students' perspectives, and supervisors' comments to address research questions. Although there were no strong generalizations derived from data from different perspectives and sources, the findings of this study showed supervisor perceptions of the rhetorical difficulties the students experienced were almost identical. In nature these rhetorical difficulties were culturallyembedded and genre-related issues; and the degree of difficulty experienced by each student varied. In this study, supervisors and students both suggested that, to solve rhetorical difficulties, teacher student communication should be improved. This study provided empirical evidence to contrastive rhetoric theory and socio-cultural theory. It also offered suggestions on how to strengthen future research in this area of inquiry, and how to improve academic writing teaching in L2 educational contexts
Analysis of Software Implemented Low Entropy Masking Schemes
Low Entropy Masking Schemes (LEMS) are countermeasure techniques to mitigate the high performance overhead of masked hardware and software implementations of symmetric block ciphers by reducing the entropy of the mask sets. The security of LEMS depends on the choice of the mask sets. Previous research mainly focused on searching balanced mask sets for hardware implementations. In this paper, we find that those balanced mask sets may have vulnerabilities in terms of absolute difference when applied in software implemented LEMS. The experiments verify that such vulnerabilities certainly make the software LEMS implementations insecure. To fix the vulnerabilities, we present a selection criterion to choose the mask sets. When some feasible mask sets are already picked out by certain searching algorithms, our selection criterion could be a reference factor to help decide on a more secure one for software LEMS
Deterministic End-to-End Transmission to Optimize the Network Efficiency and Quality of Service: A Paradigm Shift in 6G
Toward end-to-end mobile service provision with optimized network efficiency
and quality of service, tremendous efforts have been devoted in upgrading
mobile applications, transport and internet networks, and wireless
communication networks for many years. However, the inherent loose coordination
between different layers in the end-to-end communication networks leads to
unreliable data transmission with uncontrollable packet delay and packet error
rate, and a terrible waste of network resources incurred for data
re-transmission. In an attempt to shed some lights on how to tackle these
challenges, design methodologies and some solutions for deterministic
end-to-end transmission for 6G and beyond are presented, which will bring a
